Your Step-by-Step Guide

1. Register or log in

Go directly to the consultation portal:

buckinghamshire.oc2.uk

Select Register at the top of the page to create an account, or Login if you already have one.

During registration, Buckinghamshire Council will email you a security code. Check your spam or junk folder if it does not appear in your inbox.

Once registered, log in to continue.

2. Open the Draft Local Plan consultation

After logging in, select:

Draft Local Plan Regulation 19 Document

You can then open the relevant chapter and begin your representation.

3. Find the Cheddington proposal

Open:

Chapter 6: Site Allocations

Scroll down to:

No. 4 Cheddington NESS

Select the Comment button beside No. 4 Cheddington NESS to begin your representation.

4. Answer the consultation questions

The portal will ask whether you:

• Support or object to the proposal

• Believe the plan is legally compliant

• Consider the plan to be sound

• Believe the duty to co-operate has been met

You can then explain your views in your own words and upload supporting documents or images.

If your first main comment is more than 100 words, the portal will ask you to provide an additional summary of up to 100 words. Later questions do not appear to require a separate summary.

You will also be asked whether you consider it necessary to take part in the examination hearing sessions. Selecting Yes does not guarantee that you will be invited to participate.

5. Review and submit

Review your answers carefully, then submit your comments for that chapter.

Make sure you complete the final submission step. Saving your answers does not necessarily mean they have been submitted.

Once submitted, you can return to the Draft Local Plan and comment on another chapter or policy.

Writing your response

What should I write?

Your response should be personal, clear and based on the issues that matter most to you.

You do not need to write a long or technical statement. Explain why you believe the proposal is unsuitable and how it could affect Cheddington, the surrounding villages or the wider area.

Possible issues include:

• Site selection and evidence — why Cheddington was brought back into consideration after previously being removed, what changed between the February 2026 assessment and the current Draft Local Plan, and whether the allocation is properly justified by evidence

• Railway capacity and assumptions — whether sufficient additional capacity on the West Coast Main Line and London Northwestern services can actually be demonstrated

• Cheddington Station — existing capacity, step-free accessibility, parking, pedestrian access, security and the absence of a clearly funded station upgrade

• Roads and traffic — narrow rural roads, constrained bridges across the railway and Grand Union Canal, lack of strategic road infrastructure and impacts on Cheddington, Mentmore, Wing, Long Marston, Tring and surrounding routes

• Infrastructure and public services — schools, GPs, hospitals, dentists, emergency services, utilities and community facilities, including who will fund and deliver them

• Water supply and wastewater — whether sufficient water supply and sewage-treatment capacity exists for development on this scale

• Agricultural land — permanent loss of productive farmland, food security and the environmental consequences of development

• Heritage — impacts on Mentmore Conservation Area, Mentmore Towers, Grand Avenue and the surrounding historic landscape and views

• Landscape and village identity — the fundamental change to the rural landscape and risk of Cheddington, Mentmore, Crafton and Ledburn becoming increasingly joined together

• Ecology and biodiversity — wildlife habitat, ecological corridors, owls and raptors, and cumulative habitat loss

• Utilities and constraints — high-pressure gas pipelines and other infrastructure corridors that may affect development

• Financial deliverability — whether the enormous cost of roads, bridges, station improvements, schools, healthcare and utilities is genuinely funded and deliverable

• Cumulative and cross-boundary impacts — assess the proposal alongside other nearby development rather than treating Cheddington in isolation

A simple response structure:

1. State your position

2. Explain your reasons

3. Refer to evidence or experience

4. Explain what needs to change

Do not simply copy another person’s response word for word. Similar concerns can be expressed in your own way.
